The law had nothing to do with making it available to four year olds. Chalk that up to stupid parents. If they had a stash of heroin where the alcohol would have been, she still would have gotten into it.
I got drunk once when I was liek 5 or 6. My grandma made Tiramisu, only she soaked the ladyfingers in bacardi 151 evidently instead of a weaker alcohol like you were supposed to.
