So this guy that live like few house away from me is shcking his dog with a stun gun because he keep barking. Should I call the police or wait for evidence or some thing?
Go over there and tell him you want to help. Then, get the stun gun from him, stick it right in his crotch and don't let up on the button until he's out cold.
You need to find out the number for your local SPCA facility, where they have investigators and field agents that even do a lot of the court work depending on their limitations set about by the state. You can find it online, they probably have their own website, or you could get it from the paper or a local phonebook.

Call the cops and the animal cruelty dudes, they should fix it all up and if not go and take matters into your own hands. If he's not doing anything bad to it then there's no harm done and he wont have anything to hide or be angry about...
