It's good for discounts at Regal Cinema movie theaters. There are also restaraunts that take it for discounts.

For what it's worth, I have seen some older women that do not have saggy breasts at ages over what I am and without plastic surgery, but they were small breasted to begin with.

Not really, if you was born in 1995 you're turning 17 this year if you're not 17 already. In doing that scenario they may have been taking the best case scenario and were talking about kids who started school early or skipped a grade.
Or, you could be like my sister in law from the Philippines; they have ten grades over there instead of 12 and she graduated this year after being born in 1996 (my wife was 13 or 14 when she was born).
