It varies. Usually, for me, it is pretty random. If I find that I'm frequently enjoying reading something that someone else writes or that in some other way I find them an interesting person to track, then I track them. Sometimes they track me back and other times they do not. Conversely, if someone decides to track me for some reason, then I'm happy but I don't feel any major obligation to track them back if I don't know them or their "personality" very well.
I've "initiated" a track of like... 6-12 users, I think, since I discovered Gamespot. It's not that I don't appreciate the rest of them, I'm just a big procrastinator. But I don't agree with some statements in here, about "tracking" only being used to read good blogs. Sometimes, you just want to keep track of some users, so tracking becomes like a message saying "I actually give a damn about you".
I almost never track any users. Take mindstorm for example. He's a fine user, but I'm just too lazy to track him and tell him that I want to be his friend. It could be though that I have no interest in developing a genuine friendship between him because in actuality, he's a stranger, and I want it to remain that way.

I think most of the friends tracked me. I've tracked some people too. If you're interesting on some level I track you. So if I'm your tracker it's a compliment, not to grow my list. ;)
