At what temperature do you consider the whether to be officially cold?

I'd say between 10-15C

I'm in Potsdam, NY. That's about two hours south of Canada.:) It get's really cold here. I hate the weather; I should have gone to a college in an area with year-long warm weather.

Kinda depends on the season though.

It is hot where I live. If it gets below 65 F (18.3 C) I'm freezing.

I break out the winter clothing when it starts snowing. It it's between 0 and 15 C, I'll probably just wear a sweater.

I usually just keep wearing a hoodie and jeans until it looks like it's going to stay below 0C every day.

When the tempature reaches below 65. I suck.

probably 50 or under. if i have to wear a jacket, then it's cold.

-20 Celsius, or -4 Fahrenheit is cold. The temperature in which snot freezes.

I consider it to be "cold" if I find it to be uncomfortable to wear just shorts and a t-shirt outside. So I'd say below 40 degrees Fahrenheit.

5ºC it's time to think about a sweater.
0ºC it's probably a good idea to have a sweater or jacket on.
-6ºC it's been jacket time for a few degrees
-10ºC and below it's winter jackets for all.

I'm not completely sure of temperatures because of windchill, but I can rough it through when it's snowing and at least ~-5ºC in the winter with a hoodie on.
