The Incident by Porcupine Tree and Kingdom of Rust by Doves were both fantastic, but I'd have to give it to The YumYum Tree by Ozric Tentacles.

I would say Amor Vincit Omnia, Emehntehtt-Re, Addicted, Cybion, and Capitaines. Tick Tock by Gazpacho is good too.

Problem is all the songs on the first album are all meant to be one song. I would listen to remember me lover, bonnie the cat, and I drive the hearse.

I think its been a great year, especially for prog rock. Depends on what you are into though and how much you look.

Not a lot of good music this year but if I have to make a choice I would say 21st Century Breakdown by Green Day.
