I think Jimi Hendrix, Eric Clapton, Bob Marley and Slash are the best guitarists; they have produced superb songs over there time.

Joe Pass, was great because of his ability to play melody and rythm together, nobody did that in jazz before him. Allan Holdsworth, just because he uses so much use of legato playing, and his composition really stands alone, nobody can play like holdworth. neither of them are the fastest, but speed doesn't equal music.. just flashy showing off...
Synyster Gates. Best sweep picker ever, a beaitiful custom guitar, amazing $tyle of play. Just check out the solo fo Afterlie or The Wicked Evil, and compare it with the one in Dear God.
I have hundreds of guitarists off the top of my head that can play arpegios better than Synester Gates.

From a technical standpoint, I'd have to say Yngwie Malmsteen. I've not seen anyone play as cleanly as he does consistently. Sam Totman and Herman Li from DragonForce are fantastic IF they're sober. You only have to watch the Making Of their new album to see that they don't "speed things up" in the studio. However live they do tend to get a bit too drunk to play/remember the right stuff.
My all time favourite, from a personal taste, is Marty Friedman.

Also, as a very personal opinion, LOVE the guitarist for HIM. Great feel and very cool style.
