Don't underestimate pepperspray. I have seen a big angry guy drop on the ground and cry like a baby while holding his eyes but ofcourse that was the spray cops use, not the light version of the same stuff that you can buy from your local supermarket, then again if you know the right people you can get your hands on anything, I've been planning to get one and keep it in my car. My brother has a baseball bat in the trunk, according to laws in Estonia it's illegal if you just have the bat but if you have the glove and a ball it's sports gear.
Oh and tell your sister if she is ever attacked NOT to kick the guy in THAT spot, it doesn't work like in the movies, just makes him angry and the adrenaline gives him almost supernatural strength and immunity to pain.
You mentioned your sister has a bike? Bicycle or motorcycle? I never know which one you mean if you americans say "bike". Anyway, I own a motorcycle, I have a butterfly knife with me all the time plus the protective gear is pretty tough, though a knife is not much use for your sister if she doesn't know how to use it.
I would recommend a self-defence course but to be honest it's a ripoff, without years of martial arts training and fighting experience it's useless plus the thugs are probably armed...martial arts training doesn't make anyone bulletproof...
I think stun-gun would be your best option but if it's illegal there then... pepperspray is the only option i guess.
