And it's obviously subjective but i would say surely Darth Vader of the original trilogy is greatest antagonist in pop culture history. No need to get ratty by the way :D

I'm talking about villainy in terms of flat-out nastiness and psychosis. Sure, Vader is menacing, but Joker would laugh right in his face.
Let's put this in simpler terms:
Mark Hamill's Joker >>>>>>>>>>>>>>>>>>>>>>>> James Earl Jones' Vader
I think you have to base a villain on his motives and personality more then what he is capable of.
Vader might have strong powers and be on the dark side, but he's a good person inside, and though he is capable of terrible evil (letting a planet of billions die), he isn't motivated by pure greed and evil.
Voldemort too doesn't have purely evil means. He's a narcissist and a sociopath, but he doesn't want to torture and kill a bunch of people for the fun of it, even if he could. He just wants great power and happens to be corrupt.
Joker is the worst. If he had access to the money and technology someone like Vader had or the magic of Voldemort, he'd plunge the world into anarchy. You never know what he'll do, he has no clear motives, he changes based on the situation. He's willing to screw allies over, mistreats henchman, destroys things for the fun of it and hurts and kills just for the fun of it. He is evil out of enjoyment of doing evil, and he also happens to be insane, cunning and messed up, which easily makes him much more evil
Better though, is subjective I guess. He's certainly almost pure evil and terrifying given the right circumstances, but I think less evil, more humanized villains like Frank Costello are great because they sort of embody a true to life cunning and greed.
Still though, I'm going with Joker.

Hm but Vader has killed billions of people. Or had them killed. Joker hasn't killed anywhere near that. They're both boss though.
what joker are we talking about here? they aren't all the same. and Voldemort from the books, not the movies, easily takes out many of the jokers, if not all of them.
Nicholson's Joker > Voldemort.
Ledger's Joker > Voldemort.
Romero's Joker > Voldemort.
Hamill's Joker > Voldemort.
DiMaggio's Joker > Voldemort.
Comic Book Joker > Voldemort.

Voldemort made me want to jump into the picture and punch him in the face. For someone who is so evil he sure is a nice guy, I know if I wanted to revenge a moment in my life that haunted me for so long, I wouldnt be contempt with just one death spell. I'm thinking William Wallance right now.
Voldemort is obviously more powerful, but I like the Joker more. He's more menacing and spontaneous and therefore unpredictable.
Man, that is camp. There were a couple of good looking women in that video though.The Joker.

The Joker between these two, obviously. But in terms of cultural impact and fame world wide, Darth Vader is easily #1.
The joker killed Alexander Luthor in a really cool way. So props to him.
