I think Bush has other things on his mind than the belt.

Clinton started a trend of reducing the deficit and projected it to be paid off in 12 years if nothing was changed.
Bush tripled it.
Let's not forget the fact that Bush caused the US to lose ALL credibility and respect in the world, allowed the economy to tank rather then stop people from getting rich on a sham housing market, allowed an inreversable, culture changing influx of illegal immigrants into the country, and invaded a country for what turned out to be no reason. To name a few.
Bush started the country on a downward spiral that we may never recover from.
Weighing the pros and cons of the state the government was in when they left office I'd have to go with Clinton. Admittedly Bush had bigger problems on his plate during his time in office, but he made the mistake of going into Iraq when he should have kept focus in Afghanistan, and his tax cuts have made lasting consequences long after he left office.
Clinton shouldn't have had an affair. It definitely disgraced the office to a degree. Objectively though it didn't affect the job he did in any noticeable fashion, and he left the country in prosperity.
I don't want to sound like a flaming liberal (lets face it I already do), but Clinton handled the job, especially the finances, far better than his successor.

Clinton also rode the .com boom. Totally different economic situation. That all crashed early Bush era. Not from Bush's policies, just natrual flooding of the market caused it to crash.
George W Bush will go down as one of the worst presidents in U.S. history. He recklessly misled the country into multiple wars and ruined our economy to become the recession that it is. Bill Clinton was a great president despite his infidelities, he left our country with not debt but a surplus. Your mom couldn't tell you why he is the best because there is nothing to back up that claim.
