That's what CT do. Not really. If the government has a motive behind anything, they have to act relatively quickly while emotions are still high and knee-jerk reactions are "accepted." That was/is the case with the Sandy Hook shooting and that was most def. the case with 9/11. They need the momentum to override the rational, logical thinking and that is a very short window of time.
