All people who read fluently a normal text will be able to "decipher" this without any problems. It's because you pay atention to the several first and last letters in a word. The ones in middle can be mixed up. It gets even easier to read a scrambled text when the whole article is logical and makes sense.
Yes, pretty well. It was for about the 5th time, but had no problems the first.
My dyslexic brother couldn't, but that's a little more expected.
