Because:

a) Catholics have an anti-contraceptive stance which he's likely trying to reinforce.

b) This is a blatant lie given that HIV dies quite easily outside human bodily fluid, so unless these condoms are provided to Africans seemingly used, there's not going to be any transmission.

c) This lie is irresponsible given the current level of HIV transmission in Africa.

That Contraceptives don't work and thus shouldn't be used is a relatively common lie from clergy, even the nun and priest of my High School reiterated the same of contraceptives. Given that the Church recently excommunicated nuns for heresy, its a wonder why they don't excommunicate such a stupid recommendation that places lives at risk.

exactly. one of my professors did a lot of work in africa and she complained about thhe church trying to sabotage them with lies like that becasue it went against their religion. i would be more inclined to believe said pope if he gave sources and names because this sounds like he is doing what many priests do in the countryside when relief workers try to pass out condoms, playing on the people's fear and mistrust of the West
