Regardless of any 'in-house' deals, if Americas creditors lose any more confidence in Americas ability to repay it's 'credit card' all of this rhetoric won't matter anyway... ratifying a 'deal' won't guarantee that the credit card won't be cut up, and money printing (aka the downfall of every credit-strappedf government that's implemented it since the Roman Empire) will be the final nail in the coffin...

Simple question....do you think someone being in the 'bulls-eye' is worse/less than being in the 'cross-hairs'?

The terms are used interchangeably in politics.

House approves the debt ceiling, onto the Seante now where it is pretty much a done deal. There was talk of Mike Lee-(R) Utah, wanting to start a filibuster but I don't see that holding up.

The issue is mostly gone for the remainder of Obama's term, there's a symbolic spending reduction, and no new taxes. It isn't going to get better for anyone at this point. Best for the Senate to just green light it so we can all move on.

Depends on the circumstances at the time. If things start to look like the Republicans could capture both the Senate and the WH (one of which is a realistic possibility), a deal would be struck with the idea that the issue has been "settled" to avert something more draconian from being implemented. A short-term deal was struck before, no reason why it cannot happen again.
