In the US, Toilet paper is pretty easy to obtain. In other countries, especially 3rd world countries (or parts of 3rd world countries), toilet paper is a luxury, although toilet paper would be the least of their concerns.
It's obviously not necessary to stay alive. You can live without it. I've used leaves a few times when I ran out of TP while hiking...I still prefer to have TP around.

A bidet is a luxury. Running water and a hand is a necessity. Toilet paper fills a bazaar Western unhygienic void. No butt can be properly sanitized with a piece of soft, dry paper.

Luxury. Use your hand, wash it off after. You save paper, meaning fewer trees are cut down, less energy is used to process it, and/or recycled material can go to some other more useful purpose than collecting excrement off your posterior.
When it comes down to it, its a luxury, but in our ever softening society people feel its a necessity to live. Anyway, soon enough we will be like Japan and have those hardcore toilets that wash your *** and you wont be using toilet paper at all!!!
Where I live I'd say it's a necessity. Well, atleast if you wanted to be accepted by society and the people you live around. But then again, it depends on your background, where you live, your culture, etc. I just find it totally weird that there is some people who wipe their butt with their hand and then clean it with paper!

No I feel 10 times more clean and I save toilet paper. Ahaha, I have a friend that said he tried that, said he felt cleaner but his shower started to smell odd.
