Life is supposed to be enjoyed. Leisure drugs are fine as long as they don't disrupt your perceived "quality of life". I am a functional alcoholic. The only time I am dysfunctional is when I am on GS, which is devoid of real-world consequences, so it is ideal.
There are many legal psychoactive drugs out there; caffeine, ethanol, nicotine, theobromine, and theophylline being the most common. The term "legal" simply implies that said drug is socially acceptable in the society in which you preside. It does not imply that taking any drug for leisure purposes is morally right or wrong, it simply implies that such a drug is tolerated in your society.
Those drugs that are illegal in your geographical locale may be legal elsewhere. Oftentimes when a drug is illegal, it is due to historical religious or political reasons, not because it should practically be outlawed. Take cannabis for instance. Enjoy it in some parts, have your life destroyed and be locked up for years in others for selling it. There is no justice, only regional popular opinion, the capitalist engine, and bogus religion-induced morality that determines your fate. Black market goods are outlawed because they are not controlled by the regional capitalist economy, not because they are necessarily or inherently harmful to the consumer.
