In my opinion, parents should only be allowed to have their children circumcised for religious or medical reasons. I bet the majority of Americans (excluding Jews and some Muslims) who get their children circumcised do it for aesthetic reasons, not for concerns over their health (which have very little basis in fact; the only situation where circumcision would be advantageous to one's health is if they lived in unsanitary conditions, which is why they are trying to spread the occurrence of the procedure in third-world countries. If you live in the US and you shower on a monthly basis, there is little to no health risk associated with not being circumcised). I don't understand why parents are allowed to decide to cut of part of their child's penis because they think it looks stupid. IIRC, the US is the only predominately Christian developed nation that has a majority of the newborn population being circumcised (even though that number is dropping rapidly and soon circumcised babies will become the minority).
If there is no medical or religious reason for circumcision, it shouldn't be performerd. Doctor's should be aware of this. If a person really, really wants it, they can go through the procedure when they are older.
EDIT: For what Wikipedia is worth (it cites actual research), I was correct in my assumption. The US is by far the country with the highest rate with about 55%. Canada is next with about 30%. Then Australia with 20%. And it drops fast from there.
