Both fully human and fully automated law enforcement have critical flaws, IMO. I'd therefore envision a hybrid; autonomous patrol units bound by certain directives, but ultimately commanded by a human superior who is well trained, well paid and passes psych eval.

In all seriousness, however, I am generally for the removal of human error from important functions. With that said, I also think human intuition is important in certain situations.
It's kind of like airline pilots. In 99.5% of situations, the plane flies itself. But you really really REALLY need a human in there for that 0.5%. I imagine the bulk of policing could be done with robots (assuming we get to that point technologically, that is), but you're still going to want a human there.
Maybe do it like they did in Chappie, where you had robots supplementing human officers, not completely taking over.
So in other words, I'm conflicted.
I mean I've seen Robocop, so no. We're already dangerously close to tech oligarchs being in control of everything, so let's not militarise them any further.
Having said that, in an ideal world with altruistic handlers, robot cops could be better than real cops. An incorruptible, indestructible agent of the law wandering around? There's something fun about that image, even if I think it'll never happen this century.
