This video looks a little too well made so I'm suspicious of that first of all. $2500 isn't that much so even if it was a loan instead of a grant then paying it back shouldn't be that much of a problem. I'm not angry about how he spent it because if it was a loan he'll have to pay it back, even bankruptcy won't get you away from student loans, if it was a grant then someone was going to get it so why not apply and see if you can. $2500 sounds more like a grant amount than a loan. The entire higher education system of financing is a scam anyway and it will likely never be reformed until after it completely collapses.
