Never had the problem, because my eyes always wander when I'm focusing on what they are thinking, if I focus on them I think about them and not the conversation.
But when someone looks at me in the eyes I attack because that's just instinct.

Dpends how I'm feeling and what I'm talking about. In moments of confidence, yes. Otherwise I tend to avoid doing so.
It depends on the person you are talking to I suppose. Like if your talking to a friend then yes it is a little creepy to continually stare into their eyes and it would be fine if you looked into their eyes from time to time but not continually stare.
But if you were talking to say your soul mate who you deeply cared for then to look in their eyes a lot would be normal. Since you love and care for them and want to make a connection with them and the eyes are said to be the windows to the soul so yeah you get my point.
Bottom line is eye contact is important when talking to anybody. But it depends on the person who you are talking to how much eye contact you should use.
Depends if I'm comfortable with the person I talk to. If I am, I don't generally look away if we are chatting, and they are the same with me. If I'm uncomfortable, then I don't make much eye contact during the conversation, become aware of that, and then become self conscious.
