Yes. One time some older lady in her sixties that I'm vaguely related to and only "met" that day (by met I mean that we were in the same building) and went around and hugged everybody, including me when she left. No big deal, didn't know her that well but whatever. Next day. My family and I are at a function and guess what, shes there, all 200 some odd pounds of her. So she starts going around hugging everybody and when she gets to me she gives me this look like "You ain't never gonna forget this". In a flash she uses her body weight to push me up against the wall and pin me down and starts "hugging" me. It was so uncomfortable and embarrassing that I started to try and wiggle free, but she wouldn't have it, she just kept me smooshed against the wall, I would have done more but I didn't want to hurt her. After what seemed like an eternity, but was more along the the lines of the most awkward 20 seconds in history she finally let me go and walked away. My brothers, my sisters, my brother in-law all saw it, and they were all equally stunned. In a sense it felt like being raped, I mean the only way it could have been worse was if she was naked. So in short yes, It can be assault, I would have personally preferred being punch in the gut.

Break cracked ribs, traumatize solar plexus, dislocate jaw entirely.
Heel kick to diaphragm...
In summary: ears ringing, jaw fractured, three ribs cracked, four broken, diaphragm hemorraging. Physical recovery: six weeks. Full psychological recovery: six months.
Capacity to give hug....neutralized.
