Honestly, I think playing video games could end up helping a lot of those angry teens. At that age, you're a mess.. and taking out your frustrations on a game is better than real life.
I don't see the issue here. If his parents are informed about the game's content and feels he's mature enough to handle it then that's their call.Â
Also: why the hell does this kid have the game already and I don't? Goddammit! Wonder if I can go down to the local Gamestop and convince/force them into handing me my copy. I've already paid for it, so I should have it as soon as they do dammit!
Children need balance in their lives. Â Time on video games needs to be balanced out with time outside, doing things like riding four-wheelers, fishing, and hunting. Â If they have a well rounded childhood that will give them the ability to differentiate reality from fiction. Â
As a parent you also need to teach them what right and wrong are in a black and white sort of way, otherwise they will come to conclusions by themselves that might not be grounded in the real world and that can be dangerous. Â

I remember playing San Andreas and going on a murderous rampage and I just hear my mom in the background say "I don't think I want you playing this." I felt so embarrassed, I definitely cut down on my GTA time. But damn is it fun.
To be clear, my brother bought the game for himself, my parents didn't buy it for me. Though they did buy me m rated games like RE and such, watching your child decapitating police and and blowing people up must be a fairly worrying sight.:P
GTA 5 will be responsible for new laws passed regulating games in the USA. Mark my words.
