Hmmm....thats pretty tough. Really though I have to say Hannibal Lecter. He eats brains and livers, and wears people faces as a mask. I havent seen the joker do that before...
It is a tough choice. Hannibal Lector had a reason as to why he went down that road (explained in Hannibal Rising). Though, from watching Silence of the Lamb, he wasn't necessarily a villian. I'd have to watch the movies/read the books to see (gotta order them sometime. Maybe I'll ask for Christmas). The Joker, he was amazing. Screwed up in the head, and that makes a great villain. He's also disturbing in some ways (Hannibal is too, only maybe from being a cannibal and being very intelligent in the mix). For a villian, I'd have to say The Joker. Heath made off with the performance amazingly and made The Joker as dark and serious.
Lecter. A sadistic psychopath who is aware of what he does, and what he's capable of.

Yeah and what Lecter is capable of isn't much. The Joker on the other hand, some random guy with no back story, no apparent reason behind his madness, yet he flips an entire city onto its head, and with his own clever little, sadistic games forces people to make evil and sadistic decisions. What makes the Joker so great is that his reason for causing mayhem is just that, to cause mayhem.
