I'm not a mod/admin, but I know you don't need a clean slate. I'd bet it helps, though.

Not necessarily depending on how severe the moderations were. 

Sure. Why not? I don't like spam, nor trolls, offensive posters, etc. However there is one problem.

I would answer the question, but all superfluous memories of the time prior to modding are forcibly removed upon initiation. That includes silly things like "wants," "desires," "wishes," etc. Elraptor
