To get my hands on an Android Phone I'd have to pay the full retail price, but I'm wondering if there are any means to which I could get the discounted price, or even sign up for an american cell phone company while living in Canada. Or am I stuck with the phones that Rogers has?

You could probably buy a phone off Ebay and enable it at your provider. My cell never worked in Canada and I'm from the States.

You're better off trying to buy an Android device from eBay, and seeing if you can get it to run on Rogers. Signing up with an American carrier, while your living in Canada would be extremely expensive.

Also I don't know what Android device your looking for, but a lot of the best Android devices are on Verizon, and they use CDMA technology, I thought perhaps Rogers runs GSM.
