When you make an eBay account they expect you to have read, understood and agreed to their terms of agreement. That way when you declare your date of birth they expect you to be honest about it and should someone report you for being underage and having your account disabled then its your own fault.
Mind you pretty much anyone under the age of 18 only ever uses their parents credit card, i still laugh about the story i read of a 13 year old using all of his parent's credit cards to bid on a helicopter. He didn't check up to see did his bid win and when the helicopter was delivered at his parents house he **** bricks.

Anyway, I would recomend waiting untill you HAVE a credit card.
