It's not country-based, each person has his/her own affinity. Kakashi's is lightning, which is why he was able to create Chidori and get it to the S-ranked Raikiri. Sasuke can manipulate lightning to the extent that anyone can, but in the end, his affinity is fire, like everyone else in the Uchiha clan. Minato Namikaze's might have been lightning, considering the speed he was able to move with his special kunai, but Naruto's is wind. As for how he learns that, that's in the arc right after this current anime arc.By the way, in extremely rare cases, a ninja has a perfect dual-affinity. That's how the First Hokage is able to use the unique Wood Element... he can combine earth and water. Since this isn't family-based, that's why his brother, the 2nd Hokage, was a master of water jutsu, while Yamato can only use wood element because he was infused with the 1st's DNA.

[spoiler] Also, yes, Tobi of Akatsuki is Madara Uchiha, as was recently confirmed by Itachi. The very same Madara that the First fought at the Valley of the End and expelled from the village. He used the Mangekyo Sharingan to control the Kyubi and attack Konoha, though we don't know why yet. This makes the fact that Minato-sama sealed the Kyubi in Naruto all the more interesting-- did he know that this wasn't some random attack, like the villagers thought? [/spoiler]
