Right. I know in Oregon you can legaly drink underage if you are at home and you have your parents permission.

And this may be why they follow the law. It's all the same. People doing what feels good to them. Make as many laws as you like, you aren't stopping or influencing anyone outside of their own capacities. If people enjoy a particular behavior, they will engage in that behavior, regardless of what the law says.
