because humans like to apply measures to themselves, which helps them make them believe they are better than every other species on this earth. if we act like dogs in any way, we're inferior. oh noes!
It does seem kind of funny that humans have made it the standard to get rid of our bodily wastes inside our nice clean houses instead of outdoors. It might be feasible to allow people to urinate outdoors if there weren't so many people, and we hadn't built tons of roads/buildings outside that we also want to keep clean. I'm sure that if there was one dog for every human in cities/residential areas all wandering around, people would be required to control their dog's urination behavior.

yea I think it should be legal...I bet a bunch of feminists got it banned because they can't do it.
Actually I'm pretty sure its not allowed simply because people normally don't wanna see you doing your toilet business out in the open...its a matter of politeness...still it shouldn't be illegal so we can do it when nobody is looking without getting a fine
