Tell them "That was extremely inconsiderate of you to do with me right here. You could have asked me, I would have been glad to do it for you!" They make me uncomfortable, I make them uncomfortable.
I'd say, would you like some fries with that? I dunno. If someone with a chainsaw was near me I'd probably be gone just because they have a chainsaw on near me.
I would say, "Can I lend you a hand?" Wait, it would actually, "Can I lend you an arm?" :P Seriously, I would be mortified if someone did that to themselves and I would call 911 right away.
Like.. what are the circumstances? Work accident, or like, a crazy? Work accident I would try my best to calm him down (I would have gone bat**** crazy if I cut my arm off) while calling 911
If it were a crazy, I would probably attempt to stop him before he cut all the way through.. while calling 911 of course.
I'd probably say "You know, 'It will cost you an arm and a leg' is only an expression right?" if the person happens to be at the check out line in a store.
If it was just on the street randomly then I'd probably talk to a therapist about it. O_o
