It would mess-up the political and geopolitical landscape of Europe, with rampant communism. Now, if you don't care about geopolitics but rather the masskillings, wouldn't Mao or Stalin be a more obvious choice? I hadn't thought of that. *reconsiders choice* :P That's how I came to the conclusion about Kaiser Wilhelm II. Without him WW1 would have potentially been avoided which would have to lead to the Russian Revolution not happening and averted the Nazi rise to power and WW2 and the events of it.
