That description really doesn't sound like it's "very much a third world country"

High levels of poverty though, but certainly not bottom of the barrel .

This. I really dont get what is up with pirate, never saw him this biased. Go to DF, queretaro, San Luis Potosi, Monterey, those are all very nice cities and they are not "ZOMG SO POOR!"

Chile, though it's hardly a poor country. Its public welfare puts the USA's to shame (though, to be fair, if I were to pick another developed country to go to, the U.S. would be one of the last...). Other than that: Cuba, Turkey, Argentina, Uruguay and Ukraine. One of the BRICs, too, I guess (preferably Brazil or India, though).
