Those are federal holidays. They are more "major" to Congress than Christmas Eve.

Federal politicians get some of the longest break times out there..Yes, because the US government needs to not do work on every day that someone might consider sacred. Ain't Congress got more important things to do (like telling Christmas stories, being with their kids, etc.) other than playing stupid politics and trying to sneak through a controversial bill when Americans are paying attention to more important things.
