And if they are typing, you can tell how old they are by: sending them a video of youtube poop and see if they like it. My methods are amazing.

I'm honestly astounded at your post, it you're serious. That generalization is NOT true, and you can't tell how old someone is by how they type. How can you think that all people under 16 shouldn't be allowed on the internet, because of some bad experiences, is right at all?
I agree. There are so many users that are under 12 and they are quite annoying. I don't mind them when they actually contribute to a discussion etc, but a lot of the time they just say stupid stuff that is spam. You Tube is full of them and I think it needs to stop.
I don't really care who uses the internet. It doesn't matter to me. Personally, I've been using the internet for over ten years. I have memories of using when I was as young as five years old. I got my own computer when I was 8, and I have been an avid user of the internet since I was 12 or so. I'm 18 now.

Over 13-17 years of age is a teen, or am I wrong?
