I used to have a similar problem. Turns out that I had a type of fungus growing on me. This fungus caused a condition called "tinea versicolor", which is easily treated. I was able to cure myself very easily by switching my shampoo to Selsun Blue, and applying an off-the-shelf antifungal spray containing 2% miconazole nitrate.

Not sure if that's what you have, but you ought to check into that before wasting money on a doctor. Read up about tinea versicolor and see if that looks like what you've got.
