Actually you have to be of age to have it be a consensual agreement. The point is that the girls are too young to make said decisions, even if they do say yes, it isn't consensual in that sense, hence the term statutory rape.

That's pretty sick but I would have expected the 15 year old to know better (not so much the girls that are younger than that though since the ages ranged from 11-15).
