Talk to an RA about it.
At the college I attend we had to state a comfortable temperature in our roomate agreement and they got averaged together. If you went over or under and wanted to get real technical about it you could bring up the RA and if the roomate didn't change then he could get written up.
Or buy a small heater and blast it at his side of the room while the actual heater is still on yours.
Or use his razor to shave your ***

They always called it the ******* of the earth. There is some pretty serious stuff over there but nothing compared to two annoyed roomates over the temperature.

I was angry. Give me a break. Even when it's in the 30s, this fool still has the window open. In addition to that, his GF is always here, even though she doesn't live here. I find that to be annoying as well. She sleeps over, takes showers, and brushes here teeth, as if she lives here. Oh yea, did I mention that he deficates and forgets to flush the toilet when he's done.
EDIT:
Keep in mind that I close the window every time he leaves, that I've asked him numerous times whether he was okay with me closing the window when he's not there, and that every time he opens the window, I put a sweater on. In light of this, he should know that it's too damn cold.

You might be able to get a nurse's note to force him to close it if it is more painful for you...just get the note, laminate it, and post it to your dorm room door.

Yeah, you should totally take this personally. Especially over the internet.Rawsavon is right. If you ever plan on closing that window anytime soon you're gonna need a note from your nurse otherwise your roommate will just leave that window open.
