I had to use one for a time after a very bad vehicle accident. Some are difficult to lock. A 5-year-old kid doesn't have a lot of strength, so it's the teacher's responsibility to care for their students.

i agree that the school is just trying to keep themselves from getting sued. but the girl has to be able to get around.
