He hit the nail on the head as to why mid-east countries seek chemical weapons and WMD's in the first place; because the west could disobey international law and invade them, regardless if they have the weapons.
Chemical weapons wouldn't really stop the west only nukes, we went against Saddam in 91 and he had chemical weapons.
