I don't see the big problem of letting a non-mod make an RC if it's going to get stickied anyway. That's how they used to be. Plus the mods hardly ever post in RC anyways. :Pthe_foreign_guy

When Roll Calls were closed for a while to figure out ways to make them less spammy, that was the first thing we agreed on: to keep OT from being spammed up with RC threads every day, only mods would make an RC and would subsequently sticky it. We used to post the rules in every first RC post, but it got to the point where everyone knew them, so we stopped putting them up. Now they're "unwritten but understood" rules.
