It is a very well acted and its a powerful movie on the tragedies of simple human beings caught up in the red tape of an uncaring goverment program. Director Joan Chen quite obviously felt very strongly about the subject matter and it is conveyed quite powerfully to the screen (although it sometimes leans a little bit into melodrama).
The problem is that the film, and in particularly its ending, are so overwhelming depressing (even by Chinese film standards) that you may feel as empty as the characters in the movies are in the end and a feeling may take ahold of you that the experience was entirely pointless. It's not an uncommon reaction to a depressing film but I feel I must warn you that although the film has a powerful message, it may get lost in the abject stark depression of the characters' final moments.
