It's kind of disturbing that they are doing this on her grave? Couldn't they be thrown off the cemetery for doing this, I don't think a cemetery grave plot is a public property in the sense that people can do what they want on other people's graves.

I doubt it. That would be up to the cemetery's owner. When you buy a grave plot you don't really own that bit of land, you're basically just paying for the right to use it.
