It's just another good reason to give them space. I suspect it's because they're looking over their shoulder and don't feel comfortable going faster when they can't see in front of them. Or they just didn't gauge their acceleration correctly. In any event, it's not your concern if you're not in the lane they're trying to enter. One of the most common mistakes young drivers make is assuming that they shouldn't do anything to avoid a collision simply because they have the right of way.
When I am behind them. It kind of is, they have nearly ruined my chance of getting into the lane on time. Don't merge onto a high way when you are still going 40mph, slowing down the traffic is bad. Seriously can't stand that.When I was younger I was in my Dad's car when he got rearended. My Gameboy Color flew out of my hands and the screen broke. :cry:

You don't need to slow down if you're not in the lane the merging driver is entering. That's the whole point of scanning a merge and acting before you're forced to take evasive action. If you find yourself being forced to take evasive action because you didn't notice a merging driver on time, you need to develop a longer scan. 30 seconds out or more on the highway gives you plenty of time to react to anything you see.
It's gotten to the point where I don't even bother waiting to see if there's a car trying merge. I just change lanes whenever I'm approaching any merge, then change back after I've passed it.
I was on I-40 westbound heading into Knoxville, there were two lanes to my right, both lanes exited about half mile ahead to I-75, the lane I was in continued on I-40.
A transfer truck came speeding up in the lane to my immediate right, and as soon as the cab had passed he started coming over into my lane, quickly. I had about half a second to consider my options: Slam on the breaks and get hit by the rear of the trailer, continue as is and end up under the trailer, or lock breaks and swerve into the left lane where the slower traffic was.
So I swerved and THEN locked up my breaks, and plowed into the back of this SUV. The SUV was only moving about 5mph slower than I was (I was doing the 55 speed limit, lanes to the left were slowing for a lane merger) so it wasn't terrible. Bent my hood up, smashed the radiator up, pop a few bolts, but the SUV just had some it's right rear quaterpanel warped a bit up to the wheel well, they drove it home.
That's the only time I've been a driver.
I've been in a few as a passenger, all T-bones from idiots running red lights. I for one welcome red light cameras.

That clears it up. However, if all the drivers in the merging lane were following my advice, then the guy going too slow wouldn't be a concern for you, as you'd be able to merge without fear of being rear-ended. I agree, though, that driving too slowly is as dangerous as driving too fast. The point of a speed limit is to try to get people moving at roughly the same speed, because it's much easier to predict where one big hunk of metal will be in relation to another at a given point in time if everybody's going the same speed.
There isn't much you can do about that situation, except to make sure you don't end up on the guy's tail. Then you'll basically be forced to merge as he does, and it may not be the best time to do it. So I'd ease off on the gas and let him drive ahead a bit, giving me more space to accelerate.
i was driving a stolen taxi cab and ran over 30 some civilians. i drove off and the police raised my wanted status to level two. i then t-boned a cop car and the ended up calling in a helicopter which i shot down with my rocket launcher. i managed to get away after hiding my car under a bridge

i've never crashed, but i almost have plenty of times. a majority of those would've been fatal. thank god no other cars where on my opposite lanes.
Never been in an accident, but there was a time when our tire blew out while we were in the inside lane. That definitely scared me a little. In fact, I remember having my first seizure straight after :?.
