There's nothing wrong with having a discussion about these events. What the police and society should be striving to do, is to find ways to reduce the number of deaths in these interactions. Whenever a plane crashes, the NTSB investigates and comes up with recommendations to prevent further crashes. I see no reason that these police shootings shouldn't be investigated and they can come up with recommendations that both protect the safety of the officer but also of the civilians.

Here's the thing. NTSB is an independent Federal agency. No such independent Federal entity or investigative body exist for police shootings. As mentioned, most post shooting investigations are handled internally by the state legal organization or worse yet, their own police department. DOJ rarely have a hand in it unless it blows up like Ferguson.
