Generally, no. Although canny employers will often be able to narrow it down if an applicant is called Wei Long or Mohammed, for example.
On a census it's fine, since the purpose is to find out the make-up of the population. That sort of data can have an impact on services the government offers and the data set is so large that it's unrealistic for them to start picking on people.
How would ethnicity correlate to job qualifications?Why not, is there something wrong with getting some background information from an employee? We are not robots.

Considering that the employer is going to be voluntarily choosing and then paying the employee, they should be free to ask anything they want and then act upon the answer as they see fit (as long as they do not mug people showing up for interviews of course).
They ask a lot of irrelevant things. Hobbies, for instance. I don't really see the need to make complicated laws regarding what can be asked on an application form.MrPralineTo make sure they only ask things relevant to the job or things required for legal and tax purposes. Do you really want them asking you when you lost your virginity and to who? Why they hell would they need to know that?
I asked mostly based on when companies ask based on racial quota reasons. Affirmative Action has been enforced in the USA and Canada like that. Acting does require it, companies will also hire based on it when they are dealing in diverse areas so they can better understand the community. Not sure it is really needed all the time, a little research can tell you not to sell beef in India.What jobs depend on race exactly?

Racism as far as hiring goes, only effects whites.Here in Canada it is illegal to ask age, gender, sexual orientation, religion or ethnicity... but if you are a member of the female gender, a visible minority or are of aboriginal heritage, you are encouraged to proclaim as such to gain special privileges not related to skills or experience over white males in the hiring process. Sure I suppose... If certain hirings undermine their business... I mean if you operate a department store in the middle of Hickville, RacistTown, USA; hiring minorities would hurt your business there.
I am in a wheelchair and I look at it from the Americans with Disabilities Act perspective... People aren't allowed to disciminate disabled folk so long as it isn't a detriment to their business... For example, if the business operates out of a multiple story building and don't have an elevator... To accomadate me they would need to install an elevator costing hundreds of thousands of dollars and get a license for said elevator. I understand them not hiring me because of that. Or a business in an old building needing to get to wider door frames in every doorway, or instal ramps, etc... If it causes undue harm to the business, then I wouldn't want them to hire me anyways as that would be entirely selfish...

Not repealed, restricted, because it does help the less fortunate that work really hard but cannot afford a good education, because the people with better credentials should get in, but if a minority and a majority have the same credentials, the minority should get in to diversify the school.
