So it should be controlled by the state, but only if they don't allow elements of religion into it. no it dosn't, signing a document has none, as far as the state is concerned it has none, it only has religous implications if you have it done by a church which sees it that way

Not always... Sometimes the reason why people are married is because of religion, at least on the outside, but more often than not there is some secular purpose behind it.
