That would survive a substantial EMP? sure. i would expect a shelter to have either enough shielding or deep enough to keep things working. do you think that in the presidents bunker there are no computers and that they would be able to survive through a nuke of washington?
well I think it'd be the ruling force, but Skynet is already in the fallout universe, In fallout 2 you can take him into your party after completing a small side quest to fix a brainbot for him to download himself into, in order to come with you and fight.
