Funnily enough, my ranking is the exact opposite of yours. Even though I thought Spider-Man 2 was the best Spider-Man movie ever, I thought it was in spite of Tobey Maguire rather than because of him. I thought he was short on Spidey's trademark humour and overplayed the emotional-wreck kid angle a bit.
In contrast, the Amazing Spider-Man movies sucked, but Andrew Garfield was consistently the sole highlight of that mess. I haven't seen Homecoming yet, so I could only judge Tom Holland on Civil War. I thought he was pretty good.
That said, one thing Holland's Spidey has in clear crushing advantage is his Aunt May. Marisa Tomei is freaking hot.
Holland>Tobey>Garfield...I haven't seen Homecoming yet..but do own Civil War...Spidey was pretty good in that movie..hehehe..I will be buying Homecoming once its release on BD. :P I own the 3 Tobey Spidey movies on DVDs..& only 1 Garfield Spidey movie on Bluray..didn't get his second one movie. :P

Tom Holland for me. Mostly because I prefer teenage spider-man than college-age spider-man stories. I don't think anybody could do better at being teenage-y spider-man as Tom Holland. That dude has awkwardness distilled to an essence. It is almost cringey.
It does makes me wonder how he would do an adult spider-man down the line. I just can't see him pull it off though. Grown-up spider-man has a different nuisance to his character than teenage spider-man.
