Well Berlin is not in that good state. Probably better than Athens but anyway probably Frankfurt, Hamburg, Munich etc are in much better states

Seoul isn't even that rich on a per capita basis. Try Ulsan if you want a large South Korean city but with a high GDP per capita.

The title isn't the problem, the majority of the posters is simply too lazy to read the first page of the document. This UN document isn't solely about the financial situation, which some people seem to think.

Prosperity tends to refer to financials situations.

I've been to Vienna and Luxembourg is far more prosperous economically per capita. It's also reflected visually.

And heck, even within Canada there are more deserving examples than Toronto, like Calgary. No matter what field you're in you're pretty much always going to make more money in Calgary than you are in Toronto. You can argue that Toronto is nicer, or more cosmopolitan, or is more exciting. But the fact remains, your economic prospects are better in Calgary.
