What if the offender is outside the U.S.?chrisrooR
Extraordinary Rendition.
I don't see this law passing, and I don't see them being able to afford to enforce the law if it does.

It will pass, just like the moronic DMCA, the Pro IP act, ACTA, and every other attempt to turn the internet into a police state.
All of which have been incredibly successful so far. :P

True. I'm not sure how they'd be able to regulate and afford sending thousands of extra cash to send innocent people to jail because they decided to do a lets play through video, or played some music in the video, or showed part of a movie in their video.
Can't see it passing, but this crap ticks me off about our government today. They seem to be only looking at it from one angle, but seem to be ignoring the fact that there are tons of people who rely on using media in their videos because it's their job.
Ridiculous.
If you aren't profiting on it there should be no problem whatsoever with using it.
This better not pass. There will be riots.

A riot of nerds, yeah right.
It's going to affect people who make money off of youtube, posting Gaming vidoes.
I don't think the government understands the internet and what it's made of. :P

The DMCA is probably the only reason that Youtube still exists. Without the loophole saying that they aren't responsible for the content uploaded, but are required take down violating items when asked, they would be shut down for infringing content a loooong time ago. Is it stupid? Absolutely. But lets count our blessings. This would be bad if it passed but honestly everything I ever see about how the internetas we know it is going to end, never really seems materializes. I'll keep my eyes out but I doubt it'll be passed, and if it is I don't think we'll see it very much
Even if someone moves outside of the US and posts gaming videos, since the Youtube headquarters are in the United States, it would be Youtube that gets in trouble if the gaming videos are posted by someone outside of the US. Meaning, that Youtube will take every gaming video down to save their asses if the biill were to pass.
